Estimates need to be provided for how much effort or cost might go into developing a component or product;

i.e.; how long will each component take to deliver;

• e.g. Login facilities 3 days
• e.g. Task entry screens 20 days
• e.g. Documentation 10 days

Its a very difficult job to estimate correctly and experience is the best teacher, click on the link below for a handy starter check-list of things to ensure as you estimate.

A key thing to remember is when a developer gives you an estimate it is usually an estimate for the development, not the documentation, testing, training etc.
